Whereas, the Great Lakes and St. Lawrence River comprise a unique deep draft navigation system ranging from the Gulf of St. Lawrence to Lake Superior; and
Whereas, this binational transportation system was very important to the settlement of the region and is vital to the region’s industrial development; and
Whereas, surface transportation modes have become congested and, at times, inefficient; and
Whereas, studies have shown that the marine mode is more environmentally friendly regarding energy usage, emissions, noise, and accidents compared with rail or truck transport;
Therefore, be it resolved, that the International Association of Great Lakes and St. Lawrence Mayors urges the governments of Canada and the United States give due consideration to the Great Lakes-St. Lawrence Transportation System as federal transportation planning and investment is undertaken.
